Accordingly, whilst we Dutch Christian Democrats subscribe to the thrust of the Ferber report with regard to spending of the 2004 Parliament budget, as prepared and adopted in the Committee on Budgetary Control, I should nevertheless like to make a few observations, which I see in isolation from the Ferber report, not least because he has done an excellent job with regard to Strasbourg.

On the very eve of this debate we have been faced with some information that is appearing in the press .I can tell you that things sometimes appear in the press in Spain that are not really 100% true or which have been manipulated; therefore, since the Committee on Budgetary Control, the Legal Service — and quite rightly at this point, I believe — has advised us not to vote, since it was not our report, but rather plenary’s – since once we have voted for Mr Ferber’s report it becomes plenary’s report – I would ask the Members and Mr Ferber in particular — though I cannot see him in the Chamber at the moment — not to make us vote to discharge, when it does not really mean a discharge.

Ferber en particulier - bien que je ne le voie pas à actuellement au sein de l’Assemblée - de ne pas vous faire voter la décharge, alors qu’il ne s’agit pas vraiment d’une décharge.

To Mr Ferber I would say: it is a matter of record that my promise at the outset of the Commission - and I am not trying to denounce or go back on any catchphrases about the best in the world, etc.

In other words, there is still plenty of room for negotiation, and anyone who attended the trialogue between Parliament, the Council and the Commission last week, will confirm that real efforts are being made to reach a satisfactory solution, and the atmosphere speaks of a genuine willingness to negotiate, rather than quarrel. I would like to take this opportunity to say a special word of thanks to Parliament and to the rapporteurs, Mrs Haug, Mr Ferber, Mrs Rühle and Mr Colom i Naval.
Cela signifie que le besoin de négociation est encore important et ceux qui ont assisté au trilogue de la semaine dernière - au trilogue entre le Parlement européen, le Conseil et la Commission - peuvent constater qu'on y recherche vraiment une bonne solution et que l'atmosphère qui y règne est à la négociation et non à la confrontation.
