This points to the existence of a more systemic weakness in generating - and financing - research in small innovative firms which cannot be addressed by sector specific measures alone; it rather necessitates the horizontal policy responses reviewed in relation with the financing of innovation.

Maintains that strategic planning should be laid down for blue economy activities, as should forms of direct financing and an action plan, in order to galvanise this sector into life by 2020; considers that each of the activities singled out should encompass specific ideas on subjects ranging from research cooperation through infrastructure investment and cooperation arrangements, which Member States should be called upon to implement by making use of EU funds, financing from the European Investment Bank (EIB), and private-sector involvement, following the practices applied under or using the European Fund for Strategic Investments, whose aim is to foster significant infrastructure investments and ensure the financing of innovative projects; thus asks the Commission to add the development of the blue economy as one of the requirements to be met for a project to be eligible for access to the European Strategic Investment Fund;

Stresses the possibilities for micro-enterprises and SMEs to gain access to finance through innovative financial instruments and innovative schemes provided by the ESI Funds and points out the need to increase the scope and guarantee the legal clarity of these instruments, including flexible micro-financing instruments, and to share best practices, given that difficulties in accessing finance are one of the main obstacles standing in the way of the growth of micro-enterprises and SMEs; recalls that the role of financial instruments could be strengthened to guarantee revolving funds, foster public-private partnerships and achieve a multiplier effect with the EU budget; welcomes, in this connection, the extension of the scope of financial instruments to include all thematic objectives and all ESI Funds in the 2014-2020 programming period;

Calls for significantly improved access to finance in innovation and infrastructures, notably for green technologies, the Trans-European Networks (TEN) with focus on existing rail infrastructure, linkage of operational with infrastructure investments, and other projects with proven European added value financed by the Cohesion and Structural Funds; calls for the various sources of European funding to be used efficiently and by way of complement, while taking into consideration innovative financing schemes providing for contributions from private capital;

Stresses the importance of alternative sources of financing for innovative enterprises engaged in research and development, in particular for the financing of projects targeted at bringing the results of RD to market in collaboration with universities and academic centres; supports in particular the creation of pan-European venture capital instruments, bringing together public and private investment, to create a more effective funding environment for high-growth and innovative SMEs, and encourages the Commission to work with the EIB, EIF and Member State expert bodies to take this work forward as a priority;
