Whereas Article 15(1) of Council Regulation (EC) No 2200/96 (3), as last amended by Commission Regulation (EC) No 2520/97 (4), provides for the granting of Community financial assistance to producer organisations setting up operational funds; whereas paragraph 5 of that Article provides that up to 1999, that financial assistance is to be capped at 4 % of the value of the marketed production of each producer organisation, provided that the total financial assistance represents less than 2 % of the total turnover of all producer organisations; whereas, as from 1999, that 4 % will be increased to 4,5 % and the percentage of the total turnover will rise from 2 % to 2,5 %;
