Deplores the absence of formal reporting requirements and acknowledges the Commission's efforts in receiving information on the current use of FEIs from the Member States in the context of the European Regional Development Fund (ERDF); welcomes the synthesis report of the information gathered by the Commission on "Financial Engineering Instruments Implemented by Member States with ERDF Contributions - situation as at 31 December 2010" (Synthesis Report on FEIs) as submitted to Parliament's Committee on Budgetary Control; notes that FEIs with a total commitment of approximately EUR 8 100 000 000 have been created and have received payments of approximately EUR 5 200 000 000 from 2007-2013 operational programmes by the end of 2010 (Annual Report, point 4.32);
13. regrette qu'il n'existe pas d'obligation officielle de compte rendu et salue la volonté de la Commission de se procurer auprès des États membres des informations sur le recours actuel aux instruments d'ingénierie financière dans le cadre du Fonds européen de développement régional (FEDER); salue le rapport synthétisant les informations réunies par la Commission sur les instruments d'ingénierie financière mis en place par les États membres grâce aux contributions du FEDER au 31 décembre 2010 (rapport de synthèse sur les instruments d'ingénierie financière), lequel rapport a été transmis à la commission du contrôle budgétaire du Parlement; relève que des instruments d'ingénierie financière d'une dotation globale de quelque de 8 100 000 000 EUR ont été mis en place et qu'à la fin de 2010, ils avaient bénéficié de quelque 5 200 000 000 EUR des programmes opérationnels 2007-2013 (rapport annuel, point 4.32);

Regulation (EC) No 1083/2006, as amended by Regulation (EU) No 539/2010 of the European Parliament and of the Council , simplifies and clarifies certain requirements as regards major projects, financial engineering instruments and reporting on financial progress of operational programmes.

The requirements for statements of expenditure concerning financial engineering instruments should be simplified.

This initiative, which forms part of the broader programme of actions undertaken by the Commission in the framework of financial engineering, aims to encourage private operators to set up investment mechanisms to meet the financial requirements of the promoters of transnational high technology projects whilst giving priority to the SME's taking part in those projects.
Cette initiative qui fait partie du programme d'action plus vaste lancé par la Commission dans le cadre de l'ingénierie financière vise à encourager les opérateurs économiques privés à instaurer un mécanisme d'investissement permettant de faire face aux besoins financiers des promoteurs de projets transnationaux de technologie avancée et, pour ce faire, d'accorder la priorité aux PME concernées par ces projets.
