2. The Commission shall be empowered to adopt delegated acts in accordance with Article 18 concerning changes to the details of the specific actions set out in Annex II to this Regulation if economic market developments so require or according to the results achieved by the Competitiveness and Innovation Framework Programme Loan Guarantee Facility (LGF) and the Risk Sharing Instrument (RSI) of the 7th Framework Programme for Risk Sharing Financial Facility.
2. La Commission est habilitée à adopter des actes délégués conformément à l'article 18 concernant des modifications à apporter aux détails des actions spécifiques énoncées à l'annexe II du présent règlement si l'évolution de la situation économique le requiert ou en fonction des résultats atteints par la facilité LGF (Loan Guarantee Facility) du programme cadre Compétitivité et innovation et de l'instrument RSI (Risk Sharing Instrument) du 7e programme-cadre pour la facilité de financement avec partage des risques.

Capacity building under the Financial Facility shall be essentially the provision of expert services to the financial intermediaries signing a facility agreement under the Cultural and Creative Sectors Financial Facility, with the objective of providing each financial intermediary with additional expertise and capacity to evaluate risks associated to financing the cultural and creative sectors.
Dans le cadre du dispositif financier, le renforcement des capacités consiste essentiellement à fournir aux intermédiaires financiers qui concluent un accord de prêt au titre du dispositif financier en faveur des secteurs de la culture et de la création des services d'experts, afin de faire bénéficier chaque intermédiaire de compétences et de capacités supplémentaires pour évaluer les risques associés au financement des secteurs de la culture et de la création.

Moreover, as far as the objective on strengthening the financial capacity of cultural and creative sectors is concerned, not only the volume of loans granted in the framework of the financial facility should be monitored and evaluated, but also the number of financial beneficiaries coming from cohesion countries and belonging to socially disadvantaged groups benefitting from the financial facility.

The Commission shall be empowered to adopt delegated acts in accordance with Article 18 concerning changes to the indicators in Article 2 (2) and Annex I, changes to the budget for financial instruments in Article 4(1) and to the financial instruments themselves in Articles 14, 14a and 14b if economic market developments so require or according to the results achieved by the Competitiveness and Innovation Framework Programme Loan Guarantee Facility (LGF) and the Risk Sharing Instrument (RSI) of the 7th Framework Programme for Risk Sharing Financial Facility.

La Commission est habilitée à adopter des actes délégués conformément à l'article 18 concernant des modifications à apporter aux indicateurs mentionnés à l'article 2, paragraphe 2, et à l'annexe I, des modifications au budget des instruments financiers à l'article 4, paragraphe 1, ainsi qu'aux instruments financiers eux-mêmes aux articles 14, 14 bis et 14 ter, si l'évolution de la situation économique le requiert ou en fonction des résultats atteints par la facilité LGF (Loan Guarantee Facility) du programme cadre Compétitivité et innovation et de l'instrument RSI (Risk Sharing Instrument) du 7 programme-cadre pour la facilité de financement avec partage des risques.

For financial facilities already set up in the previous multiannual financial framework, revenues and repayments generated by operations started in the previous period shall be assigned to the financial facility in the current period.

In order to alleviate those problems and to speed up the implementation of operational programmes and projects, as well as to strengthen the economic recovery, it is necessary that the Member States, which have experienced or have been threatened with serious difficulties with respect to their financial stability and which have been granted financial assistance under one of the financial assistance mechanisms set out in Article 77(2) of Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund as amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council , may contribute financial resources from operational programmes to the establishment of risk-sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations provided for under an operational programme.

‘This Regulation provides for the creation of a financial facility (the facility) to support energy efficiency and renewable energy initiatives’.
