Recalls that 2013 is the last year of the current multiannual financial framework (MFF), which makes it of the utmost importance to reach a balance between commitments undertaken so far and payments deriving from them that need to be honoured, the institutional credibility of the EU being at stake as well as possible legal consequences for the Commission in case of missing reimbursement of legitimate payment claims;
