IN-CONTEXT TRANSLATIONS

A General Assistance Document, wherein the Commission informs about the co-ordination of pre-accession aid, in particular about the indicative financial indications for each country in relation to the three instruments, about co-ordination with EIB and IFIs and about progress and perspectives for decentralised management, was presented at the Phare Management Committee on 9 April.
Un document général sur les aides, dans lequel la Commission fournit des informations sur la coordination de l’aide de préadhésion, et en particulier sur les données financières indicatives pour chaque pays et relatives aux trois instruments, concernant la coordination avec la la BEI et les IFI et concernant les progrès et les perspectives de la gestion décentralisée, a été présenté au comité de gestion PHARE le 9 avril.

2. The managing authority shall inform the monitoring committee set up in accordance with Article 47 of Regulation (EU) No 1303/2013 of the provisions regarding the performance-based calculation of management costs incurred or of the management fees of the financial instrument.

Article 11 of Regulation (EC) No 1638/2006 requires that the Commission adopt implementing rules laying down specific provisions for the implementation of Title III ‘Cross-border Cooperation’ and that the matters covered by the implementing rules include issues such as the rate of co-financing, preparation of joint operational programmes, the designation and functions of the joint authorities, the role and function of the joint monitoring and selection committees and of the joint secretariat, eligibility of expenditure, joint project selection, the preparatory phase, technical and financial management of Community assistance, financial control and audit, monitoring and evaluation, visibility and information activities for potential beneficiaries.
L’article 11 du règlement (CE) no 1638/2006 prévoit que des règles d’application fixant les dispositions spécifiques relatives à l’application du titre III «Coopération transfrontalière» soient adoptées par la Commission et que ces règles portent sur des questions telles que le taux de cofinancement, la préparation des programmes opérationnels conjoints, la désignation et les fonctions des autorités communes, le rôle et la fonction des comités de suivi conjoint et de sélection et du secrétariat conjoint, l’éligibilité des dépenses, la sélection des projets conjoints, la phase préparatoire, la gestion technique et financière de l’assistance communautaire, le contrôle et l’audit financiers, le suivi et l’évaluation, la visibilité et les actions d’information à l’attention des bénéficiaires potentiels.

Matters covered by the implementing rules shall include issues such as the rate of cofinancing, preparation of joint operational programmes, the designation and functions of the joint authorities, the role and function of the monitoring and selection committees and of the joint secretariat, eligibility of expenditure, joint project selection, the preparatory phase, technical and financial management of Community assistance, financial control and audit, monitoring and evaluation, visibility and information activities for potential beneficiaries.

Les règles d'application portent sur des questions telles que le taux de cofinancement, la préparation de programmes opérationnels conjoints, la désignation et les fonctions des autorités communes, le rôle et la fonction des comités de suivi et de sélection et du secrétariat conjoint, l'éligibilité des dépenses, la sélection de projets conjoints, la phase préparatoire, la gestion technique et financière de l'assistance communautaire, le contrôle et l'audit financiers, le suivi et l'évaluation, la visibilité et les actions d'information à l'attention des bénéficiaires potentiels.

The Commission is to adopt the measures implementing this Regulation for ensuring the transparency and clarifying the provisions applicable to the management of operational programmes as regards the categorisation of expenditure, financial engineering, management and control, electronic exchange of data and publicity after obtaining the opinion of the Coordination Committee of the Funds acting as a management committee.
La Commission doit adopter les modalités d'application du présent règlement afin de garantir la transparence et de préciser les dispositions applicables à la gestion des programmes opérationnels en ce qui concerne l'établissement des catégories de dépenses, l'ingénierie financière, la gestion et le contrôle, l'échange électronique de données et la publicité, après avis du comité de coordination des Fonds agissant en tant que comité de gestion.

7. No later than 31 March of each year, the Steering Committee shall adopt and submit to the Commission an annual activity report together with financial and management information.
7. Le comité de direction adopte, au plus tard le 31 mars de chaque année, et présente à la Commission, un rapport annuel d'activités, accompagné des informations financières et de gestion.
