The adoption of the 10 February Communication "Building our common future, policy challenges and budgetary means of the enlarged union" [1] was the starting point for a decision on the new financial perspectives.
L'adoption de la communication du 10 février "Construire notre avenir commun, défis politiques et moyens budgétaires de l'Union élargie" [1] a constitué le point de départ d'une décision sur les nouvelles perspectives financières.

Emphasis should be put on new admissions, to express in particular the need for support to those Member States which have only recently started to welcome migrants or to those which are likely to become immigration countries in the period covered by these financial perspectives.
L'accent doit être mis sur les nouvelles admissions, pour exprimer en particulier la nécessité d'aider les États membres qui n'ont commencé que récemment à accueillir des migrants ou ceux qui sont susceptibles de devenir des pays d'immigration pendant la période couverte par ces perspectives financières.

Following the adoption of the joint operational programme by Commission decision, the programme shall start immediately in the Member States with the allocation in the European Neighbourhood and Partnership Instrument for cross-border cooperation from heading 1B of the Financial Perspective (Interinstitutional Agreement 2006/C 139/01) .

The Commission will provide an indication on the overall amount of funding foreseen for each thematic programme within the instruments concerned under heading 4 (external actions) of the Financial Perspectives, on the basis of a multi-annual indicative framework, presented to the European Parliament and the Council in year n-2, before the start of the budgetary process for year n. This would enable the Parliament and the Council to pronounce themselves on the strategic choices and priorities before the Commission prepares the Preliminary Draft Budget.

Although it would be desirable from the point of view of enlargement that the new overall financial perspective for the Union starting in 2007 preserves this continuity, at least as a starting point, it cannot be excluded that the financial framework for Bulgaria and Romania will need to be adapted in important respects to reflect future policy reforms or fundamental changes to the overall financial perspective as compared to the current perspective.
Il serait souhaitable, du point de vue de l'élargissement, que la nouvelle perspective financière globale qui s'appliquera à l'Union à compter de 2007 préserve cette continuité, tout au moins comme point de départ. On ne saurait toutefois exclure que le cadre financier pour la Bulgarie et la Roumanie doive subir d'importantes adaptations à la suite des futures réformes des politiques ou si l'évolution de la perspective financière globale lui imprimait des modifications fondamentales.

1. Starting with the budget 2007, with a view to ensuring that the amounts for the financing of the common agricultural policy currently under subheading 1a (market measures and direct aids) respect the annual ceilings set out in the Decision of the Representatives of the Governments of the Member States, meeting within the Council on 18 November 2002, concerning the Conclusions of the European Council meeting in Brussels on 24 and 25 October 2002, an adjustment of the direct payments shall be fixed when the forecasts indicate that the amounts foreseen under subheading 1a taking into account a margin of EUR 300 million below the amounts foreseen and before application of modulation provided for in Article 10(2), will be exceeded in a given budget year. This is without prejudice to the financial perspectives for 2007-2013.

À partir du budget 2007, pour veiller à ce que les montants destinés à financer la politique agricole commune visés actuellement à la rubrique 1a (mesures de marché et aides directes) respectent les plafonds annuels fixés dans la décision des représentants des gouvernements des États membres, réunis au sein du Conseil le 18 novembre 2002, concernant les conclusions du Conseil européen réuni à Bruxelles les 24 et 25 octobre 2002, un ajustement des paiements directs est décidé lorsque les prévisions indiquent que les montants prévus à la rubrique 1a, compte tenu d'une marge de 300 millions d'euros en dessous des montants prévus et avant application de la modulation prévue à l'article 10, paragraphe 2, seront dépassés pour un exercice budgétaire donné et ce, sans préjudice des perspectives financières 2007-2013.
