(2) In order to guarantee a certain degree of consistency in these rules compared with Regulation (EC, Euratom) No 1605/2002 (hereinafter "the general Financial Regulation") and pursuant to Article 185(1) of that Regulation, this framework Financial Regulation must lay down the rules governing the establishment, implementation and scrutiny of the budget of the said Community bodies which actually receive grants charged to the Community budget (hereinafter "Community bodies").

(17) The new budget structure adopted in the general financial regulation must also be used by the Community bodies in so far as this is justified by the nature of their activities.

7. The Council feels that the text of the Financial Regulation should contain a stipulation that where a sectoral regulation contains financial provisions their compliance with the Financial Regulation must be secured in advance in the course of the legislative procedure.

(9) The accounting rules applied by the Community bodies must allow for consolidation with the accounts of the institutions, and to this end they must be adopted by the Commission's accounting officer in accordance with Article 133 of the new general Financial Regulation.

Allowing for the creation of financial holding companies would accomplish this by helping banks to better compete with unregulated financial institutions, form joint ventures, and reorganize their activities to better tackle and take advantage of innovations in financial markets.
