However, given that European political foundations continue to be subject to the grant provisions of the Financial Regulation, it should be possible for the limited carry-over for three months currently provided for by Article 125(6) of the Financial Regulation to apply to them.

The commitment appropriations and the non-differentiated appropriations relating to building projects referred to in Article 13(2)(a) of the Financial Regulation may be carried over only if the commitments could not be made before 31 December of the financial year for reasons not attributable to the authorising officer and if the preparatory stages are sufficiently advanced to make it reasonable to surmise that the commitment will be made by no later than 31 March of the following year, or 31 December for building projects.

4. Recognises the achievements of financial regulation in responding to the ramifications of the financial crisis; notes concerns about the increased complexity, reflected in the greater amount, detail and number of layers of regulation and supervision with requirements at international, European and national level; notes that complex regulation also reflects complex financial markets, including financial instruments, market infrastructure and institutions; underlines that overly complex regulation and tighter preconditions can affect investments negatively; believes that the complexity of regulation must also be addressed regarding its application to non-financial end-users of financial products; stresses the need for international regulatory cooperation in a global framework with improved cooperation and increased accountability;

Takes note that the carry-overs include global commitments of EUR 5 200 000, which is the leftover balance of an additional subsidy of EUR 8 200 000; notes that the subsidy was made available by the budgetary authorities towards the end of 2013 to deal with unexpected and urgent operational needs; observes that the Agency’s financial regulation does not provide a clear basis for such carry-overs although the global commitment was made to cover the related operations in 2014; regrets that the Agency’s Financial Regulation, which follows the revised Framework Financial Regulation, remains vague in this matter, even after its revision in 2013;

Departing from Article 13 of the Financial Regulation, the Commission proposal is offering a more generous ‘n+2’ carry-over arrangement, allowing the appropriations for a given financial year to be used over a time-span encompassing three financial years in all.
La proposition de la Commission prévoit, en dérogation à l'article 13 du règlement financier, de prolonger la possibilité de versement des fonds ("n+2"), ce qui aurait pour conséquence que les fonds mis à disposition au cours d'un exercice budgétaire donné pourraient être utilisés sur une durée équivalant à trois exercices au total.

Pursuant to Article 11 of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (the Financial Regulation), decommitments made by the Commission would therefore result in cancelling appropriations for the financial year 2007, which should be spread over the financial years 2008 to 2013 in accordance with the rules introduced by this Regulation.
En application de l’article 11 du règlement (CE, Euratom) no 1605/2002 du Conseil du 25 juin 2002 portant règlement financier applicable au budget général des Communautés européennes (ci-après dénommé le «règlement financier»), les dégagements opérés par la Commission aboutiraient par conséquent à l’annulation des crédits de l’exercice 2007 qui, en vertu du présent règlement, devraient être répartis sur les exercices 2008 à 2013.

25. Notes in this regard the Bureau's proposal to utilise EUR 85,9 million of assigned revenue (to be used within the area of Parliament's buildings policy) for Members' offices in Brussels; recalls that any building project likely to have significant financial implications for the budget is subject to consultation of the budgetary authority under Article 179(3) of the Financial Regulation; recalls furthermore that with regard to carry-overs the Financial Regulation stipulates that assigned revenue carried over must be used first; welcomes in this context the fact that Parliament, through the reimbursement of EUR 85,9 million by the Belgian State, will be in a position to bring forward new building projects and thus accelerate the implementation of part of its medium-term property strategy;
25. prend acte, à cet égard, de la proposition du Bureau visant à utiliser 85 900 000 EUR en recettes affectées (destinées à être utilisées dans le domaine de la politique immobilière du Parlement) pour les bureaux des députés à Bruxelles; rappelle que tout projet de nature immobilière susceptible d'avoir des incidences financières significatives sur le budget nécessite une consultation de l'autorité budgétaire, conformément à l'article 179, paragraphe 3, du règlement financier; rappelle, en outre, qu'au sujet des reports de crédits, le règlement financier stipule que les crédits correspondant aux recettes affectées reportées doivent être utilisés en priorité; se félicite à cet égard de ce que le remboursement effectué par l'État belge, à hauteur de 85 900 000 EUR, met le Parlement en mesure d'avancer de nouveaux projets immobiliers et ainsi de mettre en œuvre plus rapidement une partie de la stratégie immobilière à moyen terme;

Appropriations for commitment of differentiated appropriations and non-differentiated appropriations not yet committed at the close of the financial year may be carried over in respect of amounts corresponding to commitment appropriations for which most of the preparatory stages of the commitment procedure, to be defined in the rules implementing the financial regulation of each Community body, have been completed by 31 December; these amounts may then be committed up to 31 March of the following year.
3.
