Since the objective of this Regulation, namely an effective macro-prudential oversight of the Union financial system, cannot be sufficiently achieved by the Member States because of the integration of the Union financial markets, and can therefore be better achieved at the Union level, the Union may adopt measures in accordance with the principle of subsidiarity, as set out in Article 5 of the Treaty on European Union.

La réassurance constitue une activité financière essentielle, puisqu'elle permet aux assureurs directs, en facilitant une répartition plus large des risques au niveau mondial, d'augmenter leur capacité de souscription et de couverture, et de réduire leur coût en capital. En outre, elle joue un rôle fondamental en matière de stabilité financière, puisque, en tant qu'intermédiaires financiers et investisseurs institutionnels majeurs, les réassureurs contribuent, de façon décisive, à la solidité financière et à la stabilité des marchés de l'assurance directe et du système financier en général.
