Information gathered by competent authorities should be shared with other authorities in the Union, with ESMA and with the European Systemic Risk Board (ESRB) established by Regulation (EU) No 1092/2010 of the European Parliament and of the Council of 24 November 2010 on European Union macro-prudential oversight of the financial system and establishing a European Systemic Risk Board so as to facilitate a collective analysis of the impact of the leverage of AIFs managed by AIFMs on the financial system in the Union, as well as a common response.

Reinsurance is a major financial activity as it allows direct insurance undertakings, by facilitating a wider distribution of risks at worldwide level, to have a higher underwriting capacity to engage in insurance business and provide insurance cover and also to reduce their capital costs; furthermore, reinsurance plays a fundamental role in financial stability, since it is an essential element in ensuring the financial soundness and the stability of direct insurance markets as well as the financial system as a whole, because it involves major financial intermediaries and institutional investors.
La réassurance constitue une activité financière essentielle, puisqu'elle permet aux assureurs directs, en facilitant une répartition plus large des risques au niveau mondial, d'augmenter leur capacité de souscription et de couverture, et de réduire leur coût en capital. Whereas lack of Community action against money laundering could lead Member States, for the purpose of protecting their financial systems, to adopt measures which could be inconsistent with completion of the single market; whereas, in order to facilitate their criminal activities, launderers could try to take advantage of the freedom of capital movement and freedom to supply financial services which the integrated financial area involves, if certain coordinating measures are not adopted at Community level;
considérant que, faute d'une action communautaire contre le blanchiment de capitaux, les États membres pourraient être amenés, pour protéger leur système financier, à adopter des mesures qui risqueraient d'être incompatibles avec l'achèvement du marché unique; que, afin de faciliter leurs activités criminelles, les blanchisseurs de capitaux pourraient tenter de profiter de la libération des mouvements de capitaux et de la libre prestation des services financiers qu'implique l'espace financier intégré, si certaines mesures de coordination n'étaient pas adoptées au niveau de la Communauté;
