Cross-border integration: To help EU citizens living and working in border regions, a new legal instrument, called "European Grouping for Territorial Cooperation" (EGTC), has been designed to help deliver new cooperative approaches across borders in areas such as healthcare, risk prevention, environment protection, culture, tourism, and local cross border infrastructures.

59. Recommends that the Commission use its state aid scrutiny powers to encourage the development of cross-border infrastructure; considers that the Commission could make the approval of national support mechanisms (capacity or renewables) conditional to the commitment of the Member State in question to the financing and building of cross-border infrastructures; believes that such interconnectors would play a vital role when it comes to increasing the ability to draw on a neighbour's supplies in the event of an energy emergency or imbalance and to reducing subsidies over time;

I should like to point out the support offered by Parliament to the Commission with regard to the development of a new instrument for financing cross-border infrastructure projects, stemming from, among other things, the SESAR programme.

Underlines that investing in effective transport infrastructure has a key role for Europe to defend its competitiveness and pave the way for post crisis, long term economic growth; believes that the Trans-European transport networks (TEN-T) are vital in order to guarantee the proper functioning of the internal market and provide important EAV as they contribute to improving accessibility and interoperability between the various parts of the EU by guaranteeing cross-border links and eliminating bottlenecks, improving the use of traffic management and information systems, as well as assuring intermodality in cross-border infrastructure, which the Member States alone would not invest in; considers that the TEN-T should provide a genuine European core network rather than the aggregation of national projects and that the financing of core projects should be assessed and reviewed in the light of progress on the ground and EAV; strongly believes that TEN-T should, accordingly, be a key priority in the next MFF;

Following a proposal from the Agency made in accordance with point 5.3, the Commission shall determine the annual cross-border infrastructure compensation sum which shall be apportioned among TSOs as compensation for the costs incurred as a result of making infrastructure available to host cross-border flows of electricity.
Sur proposition de l'agence conformément au point 5.3, la Commission détermine le montant annuel de la compensation pour l'infrastructure transfrontalière, qui est réparti entre les gestionnaires de réseau de transport, afin de les indemniser pour les coûts de mise à disposition de l'infrastructure d'accueil de flux transfrontaliers d'électricité.

Until such time as the Agency has carried out the assessment referred to in point 5.3 and the Commission has determined the annual cross-border infrastructure compensation sum in accordance with point 5.1, the annual cross-border infrastructure compensation sum shall be EUR 100 000 000.

The Agency shall make the proposal on the annual cross-border infrastructure compensation sum referred to in point 5.1 based on a Union-wide assessment of the infrastructure of electricity transmission associated with facilitating cross-border flows of electricity.

If by 30 June 2010 at the latest, there are still operational programmes under the cross-border and sea-basin strands of the instruments referred to in paragraph 2 which have not been submitted to the Commission, the entire contribution from the ERDF mentioned in paragraph 2 for the remaining years up to 2013 shall then be made available to the Member States concerned for financing cross-border cooperation under paragraph 1(a), including cooperation on external borders.
