Acknowledges the on-board protective measures set up by shipping companies; supports the recent requests from the maritime industry for private maritime security firms to be regulated and renews its call, firstly, on the International Maritime Organisation, flag states, and the maritime industry to work together to draw up a code of conduct laying down clear, consistent, and enforceable internationally agreed standards governing the use of privately contracted armed security guards on ships and, secondly, on private maritime security firms to act strictly in accordance with those standards;

The Commission agreed to undertake to negotiate a Framework Agreement with Parliament, in which, firstly, it agreed to justify and increase the powers of the Parliament with respect to legislative initiative; secondly, it accepted the principle of complete freedom of access to information whether with respect to legislative and political action or in relation to international negotiations; and, finally, it agreed to take into account Parliament’s opinion regarding the commissioners and the reshuffling of the commissioners.

6. Stresses that whilst the Kyoto Protocol's enforcement mechanism - whereby, when a country exceeds its allowed emissions in the first commitment period, it will be required to make up the difference during the second commitment period - is good in theory, it is yet to be tested; calls on the Commission and the Members States to rigorously apply the Kyoto Protocol's enforcement mechanism and to contribute to an ambitious and inclusive post-2012 framework, engaging through equitable, differentiated and fair targets; stresses the urgent need for States which did not participate during the first period to join in the second commitment period, and to examine the possible nature of their participation according to their national circumstances; considers that, in the in the second commitment period, emissions should be allocated on a sectoral basis, through internationally agreed benchmarks and eventually combined with other national allocation targets, reflecting the principles of allocation per capita;
6. souligne que, si le mécanisme de mise en œuvre du protocole de Kyoto, selon lequel un pays qui dépasse son quota d'émissions autorisé au cours de la première période d'engagement devra compenser ce dépassement au cours de la deuxième période est valable en théorie, il doit encore être testé; invite la Commission et les États membres à appliquer rigoureusement le mécanisme de mise en œuvre du protocole de Kyoto et à contribuer à créer un cadre ambitieux et global pour la période postérieure à 2012, grâce à des objectifs équitables, différenciés et justes; souligne qu'il est impératif que les États qui n'ont pas participé à la première période d'engagement s'associent à la deuxième et que l'on examine la possibilité de leur participation en fonction des circonstances nationales; estime qu'il conviendrait, dans la deuxième période d'engagement, de répartir les droits sur une base sectorielle, au moyen de critères établis à l'échelle internationale et avec la participation de tous les secteurs impliqués dans le commerce international, et de les combiner à terme à d'autres objectifs de répartition nationaux reflétant les principes de la répartition par habitant;
