Methods: the Commission is seeking to develop flexibility tools: reserves and IIA flexibility, and to achieve a greater cohesion of EU external aid through thematic programmes (trade, JHA, health) and through a synergy between the various instruments on the basis of a twin-pronged approach centring on 'country strategy papers' on the one hand and 'policy mix' on the other.
Méthodes : la Commission cherche à développer des outils de flexibilité : réserves, flexibilité AII et à donner plus de cohérence à l'aide extérieure de l'Union à travers des programmes thématiques (Commerce, JAI, santé) et à travers une synergie des différents instruments selon une approche croisée axée sur des "country strategy papers" d'un côté et des "policy mix" de l'autre.
