If necessary in the light of the risk and impact assessment carried out in accordance with Article 8, taking into account technical feasibility and a cost-benefit analysis, the transmission system operators shall, by .*, enable permanent physical capacity to transport gas in both directions on those interconnections where the addition of a bi-directional flow capacity would enhance the security of supply, in particular during an emergency.

The Competent Authorities at national level and the Gas Coordination Group, at EU level, should determine those interconnectors where reverse flow capacity would be cost-efficient and represent an added value for security of supply in times of crisis.

TSOs may jointly request the competent regulatory authorities to apply the coordinated net transmission capacity approach in regions and bidding zone borders other than those referred to in paragraphs 2 to 4, if the TSOs concerned are able to demonstrate that the application of the capacity calculation methodology using the flow-based approach would not yet be more efficient compared to the coordinated net transmission capacity approach and assuming the same level of operational security in the concerned region.
7. Les GRT peuvent demander conjointement aux autorités de régulation compétentes d'appliquer l'approche NTC coordonnée dans les régions et aux frontières de zones de dépôt des offres autres que celles visées aux paragraphes 2 à 4, si les GRT concernés sont en mesure de démontrer que l'application de la méthodologie pour le calcul de la capacité fondée sur les flux ne serait pas pour le moment plus efficiente que l'approche NTC coordonnée à niveau égal de sécurité d'exploitation dans la région concernée.
