[4] Regional Innovation and Technology Transfer Strategy projects (RITTS) were carried out under the "Innovation and Participation of SMEs" programme in the RTD framework programme, complementing the 1994-99 ERDF innovative actions.

Based on Article 10 of the Regulation on the European Regional Development Fund (ERDF), innovative actions in 1994-99 supported 350 operations relating to eight different themes: new sources of employment, culture and heritage, spatial planning (Terra), urban pilot projects, internal and external interregional co-operation (Recite II and Ecos-Ouverture), promotion of technological innovation (RIS and RTTs) and the information society (RISI I and II).
Basées sur l'article 10 du Fonds Européen de Développement Régional (FEDER), les actions innovatrices 1994-1999 ont soutenu 350 interventions déclinant huit thèmes d'intervention: les nouveaux gisements d'emploi, la culture et le patrimoine, l'aménagement du territoire (TERRA), les projets pilotes urbains, la coopération interrégionale interne et externe (RECITE II et ECOS-Ouverture), la promotion de l'innovation technologique (RIS et RTT) et la société de l'information (RISI I et II).

17. Five years after the projects were launched in 1994, an assessment carried out by a group of independent experts showed that a large proportion of those financed under ERDF innovative actions for the period 1994-99 had already produced sound results (see Annex B).

A new system for ERDF innovative actions was introduced in 2001 to underpin the Community priorities of increasing regional competitiveness, technology and innovation (as agreed in Lisbon in 2000), applying new forms of IT (the e-Europe action plan) and promoting sustainable development.

(EN) Within the framework of the European Regional Development Fund (ERDF) Innovative Actions 2000-2006, on 27 December 2005 the Commission approved €2.34 million for a regional programme of innovative actions: "SAITUR" (Support System for Tourist Innovation) in the Baleares Islands.
Dans le cadre des actions innovatrices 2000-2006 du Fonds européen de développement régional (FEDER), la Commission a attribué, le 27 décembre 2005, 2,34 millions d’euros à un programme régional d’actions innovatrices: «SAITUR» (système de soutien à l’innovation touristique) dans les Îles Baléares.

As regards the programmes of innovative actions, it is encouraging to see that, from 2001, the first year of the Initiative, the outermost regions have shown considerable interest in the new generation of ERDF innovative actions for 2000-2006.

And there is more to come. Although the letter sent to Parliament by the Commission on 5 September 2000 proposing the guidelines for innovative measures under the ERDF still referred to EUR 400 million, back in May 2000, in its review of the use of the Structural Funds during the period from 1994 to 1999, the Commission had proposed the withdrawal of EUR 160 million from this allocation to cover outstanding liabilities for the period from 1994 to 1999.
Ce n’est pas tout : bien que la proposition de la Commission - transmise au Parlement par un courrier du 5 septembre 2000 - pour les orientations des actions innovatrices du FEDER parlait encore de 400 millions d’euros, la Commission avait déjà proposé en mai 2000, dans sa vue d’ensemble de l’utilisation du budget des fonds structurels pour la période de 1994 à 1999, de prélever 160 millions d’euros de ce programme pour pouvoir honorer des engagements en suspens pour la période de 1994 à 1999.
