In terms of issues identified where further improvements are necessary, compliance with the legal requirements could be substantially improved (generally the compliance rates amounted to 70%), and the reporting by Member States needs further harmonisation.

The Communication proposes actions in four main areas: standardisation, to improve the market position of secondary raw materials; enhancing market transparency by creating exchanges for recyclables and increasing awareness (e.g. through the use of eco-labelling schemes); innovation by using the Fifth European Framework Programme for Research and Development and by complementary policies on quality and training; simple and where necessary harmonised regulation. For example waste definitions and classification should be further harmonised, new legislation (e.g. for end-of-life vehicles and electric and electronic equipment) could stimulate recycling.
