While technological innovation is important, there is at least as much scope for non-technological innovation, for example through changes in business models, better design and process organisation.

Perhaps the biggest challenge for the EU and its Member States is to adopt a much more strategic approach to innovation. Evidence shows that much of recent productivity gains come from innovation[3] and that, on average, those countries that invested more in research and innovation (RI) before and during the crisis have been the most resilient during the economic downturn.[4]

This is unfair to innovative projects, which by their very nature run a much greater risk of making mistakes or indeed of failing than other projects do. Bearing in mind the Lisbon goal of making the EU the most innovative economic area in the world, the European Parliament recommends that a higher failure rate be permitted for innovative projects. Otherwise there is a risk that innovative approaches will be stifled, which would hinder the EU in achieving the Lisbon goal and detract from the impact of cohesion policy.

I refer in particular to the need to implement the Lisbon Strategy, especially the aspect of the Lisbon Strategy for which, at the level of research and innovation, much was promised by the prime ministers, but little was delivered to the citizens of Europe.
