Where a Member State is negotiating an intergovernmental agreement or an amendment to an existing intergovernmental agreement and it has been unable, on the basis of its own assessment, to reach a firm conclusion as to the compatibility of the intergovernmental agreement or amendment under negotiation with Union law, it shall inform the Commission thereof before the closure of the negotiations and submit the draft agreement or amendment together with any annexes to it.

That is why, by fully respecting the differences of opinion and the specific national situations, my group is going to show the same determination as it has in the recent past and make a huge effort to provide information, to clarify the issues at stake and to compare ideas about the content of the future treaty with the same, EU-wide, democratic demand: that the people of Europe be consulted in practice. I should like to inform the House that during his last visit some months ago, the President-in-Office of the Council, Mr Berlusconi, made a number of commitments to the House on behalf of the Italian Presidency. Each of the commitments made to Parliament regarding our participation in the Intergovernmental Conference has been 100% delivered.

The various questions raised, which are all on the subject of the role of the regional bodies in the process of preparing for the Intergovernmental Conference in 2004, are concerned with two types of problem. On the one hand, there are the detailed rules for implementing the preparatory phase which precedes the next Intergovernmental Conference, and on the other there is the issue of the role of the regional bodies in the construction of the Union.
