Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. (24) Whereas the ESCB and ECB have been entrusted with the task of preparing the statistical reporting requirements for the euro area for their full operation in the third stage of Economic and Monetary Union (hereinafter referred to as 'Stage Three`); whereas timely preparation in the statistical field is essential to enable the ESCB to fulfil its tasks in Stage Three; whereas an essential element of preparation is the adoption, ahead of Stage Three, of ECB statistical regulations; whereas it is desirable to inform market participants during 1998 of the detailed provisions the ECB may deem necessary to adopt for the implementation of its statistical reporting requirements; whereas it is therefore necessary to provide the ECB from the date of entry into force of this Regulation with a regulatory power;
(24) considérant que le SEBC et la BCE ont été chargés d'élaborer les obligations de déclaration statistique en vue de la zone euro de manière à ce qu'elles soient pleinement opérationnelles lors de la troisième phase de l'Union économique et monétaire (ci-après dénommée «troisième phase»); que la préparation dans le domaine statistique est essentielle pour permettre au SEBC d'accomplir ses tâches au cours de la troisième phase; qu'un élément essentiel à cet égard est l'adoption, avant la troisième phase, des règlements de la BCE en matière statistique; qu'il est souhaitable d'informer, en 1998, les intervenants du marché au sujet des modalités détaillées dont la BCE jugerait l'adoption nécessaire pour la mise en oeuvre des obligations de déclaration statistique; qu'il est donc nécessaire de doter la BCE, à compter de la date d'entrée en vigueur du présent règlement, d'un pouvoir réglementaire;

(6) Whereas the European System of Central Banks (hereinafter referred to as the 'ESCB`) and the ECB have been entrusted with the task of preparing for their full operation in the third stage of Economic and Monetary Union (hereinafter referred to as 'Stage Three`); whereas timely preparation is essential to enable the ESCB to fulfil its tasks in Stage Three; whereas an essential element of preparation is the adoption, ahead of Stage Three, of the regime for the imposition of sanctions on undertakings failing to comply with obligations imposed upon them by ECB regulations and decisions; whereas it is desirable to inform market participants as soon as possible of the detailed provisions the ECB may deem necessary to adopt for the imposition of sanctions; whereas it is therefore necessary to provide the ECB from the date of entry into force of this Regulation with a regulatory power;
(6) considérant que le Système européen de banques centrales (ci-après dénommé «SEBC»), et la BCE ont été chargés de se préparer afin d'être pleinement opérationnels lors de la troisième phase de l'Union économique et monétaire (ci-après dénommée «troisième phase»); qu'une préparation en temps utile est essentielle pour permettre au SEBC d'accomplir ses tâches au cours de la troisième phase; qu'un élément essentiel de préparation est l'adoption, avant la troisième phase, du régime d'application des sanctions aux entreprises qui ne respectent pas les obligations qui leur incombent en vertu des règlements et décisions de la BCE; qu'il est souhaitable d'informer dès que possible les intervenants du marché des modalités détaillées dont la BCE jugerait l'adoption nécessaire pour l'application des sanctions; qu'il est donc nécessaire de doter la BCE, à compter de la date d'entrée en vigueur du présent règlement, d'un pouvoir réglementaire;
