IN-CONTEXT TRANSLATIONS

Together with the Member States and their regions, the EU should address and turn around the shortage of highly-skilled aerospace engineers and technicians coming out of the European educational systems, promote the establishment of mutually recognised academic space qualifications in Europe, include in future RD framework programmes dedicated actions in which part of the research must be done by PhD candidates, encourage the development of lifelong learning programmes through strengthened cooperation between industry and universities and enhance its appeal to foreign researchers.
En collaboration avec les États membres et leurs régions, l’UE devrait remédier à la pénurie d’ingénieurs et de techniciens aéronautiques hautement qualifiés issus des systèmes éducatifs européens, favoriser la mise en place de qualifications universitaires mutuellement reconnues dans le domaine spatial en Europe, inclure dans les futurs programmes-cadres de R D des actions spécifiques exigeant qu’une partie de la recherche soit effectuée par des doctorants, encourager le développement de programmes d’apprentissage tout au long de la vie grâce à une coopération accrue entre les entreprises et les universités et se rendre plus attractive aux yeux des chercheurs étrangers.

· Develop and provide to industry a long term and clear vision of the institutional market at EU level; · Carry out and update a mapping of the supply chain to ensure the right level of European independence, expertise and competitiveness; · Support the development of appropriate skills required specifically by the space sector and promote the establishment of mutually recognised academic space qualifications in Europe (initiate and coordinate between Member States the development of space academies); · Include in future RD framework programmes dedicated actions in which part of the research must be done by PhD candidates – as is currently the case in air traffic management; · Encourage the development of life long learning programmes through strengthened cooperation between industry and universities, in particular in the emerging area of satellite based applications; · Enhance EU appeal to foreign researchers.
· Élaborer et fournir à l’industrie un plan clair du développement à long terme du marché institutionnel au niveau de l’UE. · Établir et mettre à jour une cartographie de la chaîne d’approvisionnement pour garantir que l’Europe dispose d’un niveau approprié d’indépendance, d’expertise et de compétitivité. · Soutenir le développement de compétences appropriées requises spécifiquement par le secteur spatial et favoriser la mise en place de qualifications universitaires mutuellement reconnues dans le domaine spatial en Europe (entreprendre et coordonner entre les États membres l’établissement d’universités spécialisées dans le domaine spatial). · Inclure dans les futurs programmes-cadres de R D des actions spécifiques exigeant qu’une partie de la recherche soit effectuée par des doctorants – comme c’est actuellement le cas dans la gestion du trafic aérien. · Encourager le développement de programmes d’apprentissage tout au long de la vie grâce à une coopération accrue entre les entreprises et les universités, en particulier dans le domaine émergent des applications satellitaires.

Recalls that one way of making researchers more mobile might be the creation of a research voucher which could be used by researchers in other Member States and hosting institutions and universities, the voucher thus making available additional financial resources for the actual research that attracts foreign researchers; believes that this would not only make it more interesting for research institutions and universities to host researchers from other Member States and to attract the most talented scientists, but would also contribute to the development of centres of excellence by making it possible for the most attractive research programmes and institutions to appeal to more researchers and to improve their financial situation; believes that this extra support for researcher mobility should be additional to current mobility funding schemes and that funding could be allocated from the ‘Cooperation’ and ‘Capacity’ programmes of the FP7;
11. rappelle qu’un moyen d’accroître la mobilité des chercheurs pourrait consister à instaurer un système de « bons de recherche », qui pourraient être utilisés par les chercheurs dans d’autres États membres et dans d’autres instituts ou universités ; ces bons permettraient ainsi de disposer de ressources financières supplémentaires pour la recherche effective qui attire les chercheurs étrangers; estime que grâce à ce système, il serait non seulement plus intéressant pour les instituts de recherche et les universités d’accueillir des chercheurs d’autres États membres et d’attirer les savants les plus éminents, mais que cela favoriserait également la création de centres d'excellence en permettant aux programmes et aux organismes de recherche les plus attrayants de faire appel à un plus grand nombre de chercheurs tout en améliorant leur situation financière. Moreover, it would help to provide the right conditions in order to attract the best foreign researchers to carrying out their research in Europe.

8. Supports the European Charter for Researchers and Code of Conduct for the Recruitment of Researchers, since these initiatives may encourage more European students to take up research at university while serving as an incentive to the best foreign researchers, who should be encouraged to pursue their research careers in Europe, either permanently, or temporarily as part of a cooperation agreement through a specific policy of granting short term visas;

In addition, initiatives will be taken within the framework of the 7th Framework Programme on Research and Development to facilitate networking between foreign researchers working in the EU – especially those working in areas of direct interest to developing countries – and research organisations in their countries of origin.

In 2000, the Commission launched a major study (on the conditions for receiving which foreign research workers in Europe) in order to draw up an accurate survey of the administrative and material conditions for the reception of researchers from 32 third countries (from all continents) in each of the 15 EU Member States and the 17 States associated with the Framework Programme.
