(13) Specific challenges in the area of research and innovation could be addressed through new forms of funding potentially more efficient such as prizes, pre-commercial procurement and public procurement of innovative solutions, an enhanced and more targeted use of innovative financial instruments, as well as through specific types of funding bodies such as the existing and newly foreseen programming initiatives based on Articles 185 and 187 TFEU and Article [55] of Regulation (EU, Euratom) No 966/2012.

1. On the request of a Member State with temporary budgetary difficulties which meets the conditions set out in Article 22 (1), a part of the resources foreseen under Article 52 and programmed in accordance with Fund-specific rules may, in agreement with the Commission, be transferred to technical assistance at the initiative of the Commission for implementation of measures in relation to the Member State concerned in accordance with Article 51 (1) (k) through direct or indirect management.

À la demande d'un État membre qui connaît des difficultés budgétaires temporaires et qui satisfait aux conditions visées à l'article 22, paragraphe 1, une partie des ressources prévues au titre de l'article 52 et programmées conformément aux règles spécifiques des fonds peut, en accord avec la Commission, être transférée à l'assistance technique sur l'initiative de la Commission pour la mise en oeuvre de mesures relatives à l'État membre concerné conformément à l'article 51, paragraphe 1, point k), en gestion directe ou indirecte.

Takes due note of the Commission's proposal to increase by EUR 8 million, as compared to the initial financial programming, the 2012 allocations for Youth in Action (EUR 134,6 million foreseen in 2012), a programme which constitutes one of the main tools of the ‘ Youth on the Move’ flagship initiative and provides support for non-formal learning experiences and the development of active citizenship for young people;
61. prend bonne note de la proposition de la Commission d'augmenter, par rapport à la programmation financière initiale, de 8 000 000 EUR les dotations allouées en 2012 au programme «Jeunesse en action» (soit un montant de 134 600 000 EUR prévu au titre de 2012), programme qui constitue un des principaux outils de l'initiative phare «Jeunesse en mouvement», entend valoriser les expériences d'éducation et de formation non formelles et le développement, auprès des jeunes, d'une citoyenneté active;

But it was decided to review the initial programming for certain Member States, particularly in order to take account of certain investment opportunities which had not been foreseen at the negotiation phase, but also to improve on original programming.
Il est cependant prévu pour certains Etats membres de revoir la programmation initiale, notamment pour prendre en compte certaines opportunités d'investissements qui n'étaient pas prévisibles au moment de la négociation mais aussi d'améliorer les programmations initiales.
