The Joint Research Centre of the European Commission (JRC) has a long-standing expertise in the application of remote sensing technologies to forest mapping and monitoring and the management of information, and will be able to offer relevant expertise to support the evolving FLEGT programme.

They should also cover: rules for the uniform implementation of the farm advisory system, the determination of the EAGF monthly payments to the Member States; the setting of the amounts for the financing of public intervention measures; rules relating to the financing of the acquisition by the Commission of the satellite images required for the checks and the measures taken by the Commission through remote-sensing applications used for the monitoring of agricultural resources; the procedure for the carrying out of the acquisition by the Commission of those satellite images and the monitoring of agricultural resources, the framework governing the acquisition, enhancing and utilisation of satellite images and meteorological data, and the applicable deadlines.

(2) Experience gained in 2004-2007, within the framework of Decision No 1445/2000/EC of the European Parliament and of the Council of 22 May 2000 on the application of aerial-survey and remote-sensing techniques to the agricultural statistics for 1999 to 2003, as amended, and the decisions which preceded it, has both provided enhanced knowledge on monitoring land use, land cover and environmental parameters (LUCAS project), and generated an operational and development stage of the agro-meteorological system for monitoring crops and forecasting yields (MARS project) .

– (PL) Mr President, I would like to support the view taken by the rapporteur and emphasise that remote-sensing techniques can be useful to the European Commission: first of all, in helping to manage agricultural markets, secondly, by making it possible to monitor cultivation and at the same time to forecast harvests, and thirdly and finally, this forecasting should have an impact on the prices of agricultural raw materials, which will be particularly important in the next few years, in a situation where the prices of foodstuffs are constantly rising.
– (PL) Monsieur le Président, j’aimerais soutenir l’avis adopté par le rapporteur et souligner que les techniques de télédétection peuvent s’avérer utiles pour la Commission européenne: premièrement, en aidant à la gestion des marchés agricoles; deuxièmement, en permettant de surveiller les cultures tout en prévoyant les récoltes; et enfin, troisièmement, cette prévision devrait avoir un impact sur les prix des matières premières agricoles, ce qui sera particulièrement important dans les années à venir, vu la hausse constante du prix des produits alimentaires.

(5) Pilot projects on electronic recording and reporting as well as on remote sensing have been carried out during recent years by Member States and other countries. Such methods of monitoring still require a series of adjustments before definitive conclusions can be reached as to their use .
