39. Welcomes the increased bilateral cooperation, as well as people-to-people contacts between the former Yugoslav Republic of Macedonia and Greece; notes with satisfaction that, since the adoption of Parliament's above-mentioned resolution of 12 July 2007, bilateral talks have been held in the region, under the auspices of the United Nations and assisted by Special Envoy Matthew Nimitz, with a view to finding a mutually acceptable solution to the difference that has arisen over the name of the country; notes the increased dynamics in the negotiations; calls on both sides to seize the opportunity to resume negotiations immediately in the light of the significant progress made recently and to reach a compromise solution, so that the issue does not continue to represent an obstacle to the former Yugoslav Republic of Macedonia's membership of international organisations, as provided for in the Interim Accord of 1995, which is still in force;
39. accueille favorablement l'intensification de la coopération bilatérale et des contacts de population à population entre l'ancienne République yougoslave de Macédoine et la Grèce; constate avec satisfaction que, depuis l'adoption, par le Parlement, de la résolution du 12 juillet 2007 mentionnée ci-dessus, des négociations bilatérales ont été menées dans la région sous les auspices des Nations unies et avec l'assistance de M. 33. Welcomes the initialling of the visa facilitation and readmission agreements with the EU as a transitional step towards a mutual visa-free travel regime, and to this end calls on the Commission to set out a roadmap to increase mobility, including greater participation in life-long learning and cultural exchange projects, and on the Government of the Former Yugoslav Republic of Macedonia to continue its commitment to fulfil the required European standards in the fields of justice, freedom and security; welcomes the introduction of the new passports with biometric security features by the Former Yugoslav Republic of Macedonia; takes note of the difficulties faced by the citizens of the Former Yugoslav Republic of Macedonia due to the non-recognition by one Member State of the EU of its passports; recalls that this issue has been raised and examined in detail during negotiations on the visa facilitation agreement; points out that a Joint Declaration has been adopted and annexed to the initialled text; calls on all parties concerned to act promptly on that Declaration, as soon as the conditions for its implementation are met;
33. se félicite du paraphe des accords de réadmission et des accords d'assouplissement du régime des visas avec l'UE, qui constituent une étape transitoire vers l'abolition mutuelle des visas dans les déplacements, et invite à cette fin la Commission à établir une feuille de route pour accroître la mobilité, y compris par une plus grande participation à la formation tout au long de la vie et par des projets d'échanges culturels, et le gouvernement de l'ancienne République yougoslave de Macédoine à poursuivre la réalisation de son engagement de se conformer aux normes européennes requises dans les domaines de la justice, de la liberté et de la sécurité; se félicite de l'introduction par l'ancienne République yougoslave de Macédoine des nouveaux passeports comportant des caractéristiques de sécurité biométriques; constate les difficultés rencontrées par les citoyens de l'ancienne République yougoslave de Macédoine du fait qu'un État membre de l'Union européenne ne reconnaît pas les passeports de ce pays; rappelle que la question de la reconnaissance des passeports a été soulevée et examinée dans le détail pendant les négociations sur l'accord d'assouplissement du régime des visas; fait observer qu'une déclaration commune a été adoptée et annexée au texte paraphé; invite toutes les parties concernées à donner rapidement suite à cette déclaration, dès que les conditions de sa mise en œuvre seront remplies;

6. Points out that the Badinter principle, as enshrined in the Constitution of the Former Yugoslav Republic of Macedonia, is intended as a means to dialogue and consensus in a multi-ethnic state; regrets that early in 2007, as a result of dissatisfaction with the application of the Badinter principle, the largest Albanian opposition party ceased all parliamentary activity; welcomes the fact that the consultations between government and the opposition resulted in an agreement covering the list of laws to be adopted by applying the Badinter principle, the use of the Albanian language in public institutions, the social security situation of former Albanian guerrilla fighters and the composition of the Committee on Inter-Ethnic Relations, thus enabling all elected members to resume their parliamentary duties and to show political responsibility; calls on this basis, following the implementation of the agreement, for the status of EU candidate country that was granted in 2005 to be accompanied as soon as possible by the actual start of accession negotiations; finally, invites all parties to maintain and consolidate this spirit of dialogue in settling their divergences and to pursue jointly the reform agenda which is essential for the country's European prospects;
6. souligne que le mécanisme Badinter, tel que consacré par la Constitution, est conçu comme un instrument de dialogue et de consensus dans un État pluriethnique; déplore qu'au début de 2007, le plus grand parti politique ethnique albanais, mécontent des conditions d'application du principe Badinter, ait cessé toute activité parlementaire; se félicite du fait que les consultations entre le gouvernement et l'opposition aient débouché sur un accord concernant la liste des lois à adopter par l'application du principe Badinter, l'utilisation de l'albanais dans les institutions publiques, la situation en matière de sécurité sociale des anciens membres de la guérilla albanaise et la composition du Conseil des relations interethniques, ce qui a permis à tous les députés élus de reprendre leurs activités parlementaires et de faire preuve de responsabilité politique; demande dès lors qu'après la mise en œuvre de l'accord, le statut de pays candidat à l'Union européenne reconnu en 2005 s'accompagne le plus rapidement possible de l'ouverture concrète de négociations d'adhésion; invite enfin toutes les parties à préserver et à consolider cet esprit de dialogue dans le règlement de leurs divergences et à poursuivre ensemble le programme de réforme qui est essentiel pour les perspectives européennes du pays;

EXTERNAL RELATIONS Former Yugoslavia Further to its political agreement of 10 June 1996 (see Press Release 7820/96 Presse 164), the Council, having examined the European Parliament's amendments and having adopted a number of them, adopted the Regulation on reconstruction aid for former Yugoslavia: Bosnia-Herzegovina, Croatia, the Federal Republic of Yugoslavia and the former Yugoslav Republic of Macedonia.
RELATIONS EXTERIEURES Ex-Yougoslavie Suite à son accord politique du 10 juin 1996 (cf. Communication à la Presse 7820/96 Presse 164), le Conseil, ayant examiné les amendements du Parlement européen et ayant retenu un certain nombre d'entre-eux, a adopté le règlement relatif à l'aide à la reconstruction de l'Ex-Yougoslavie : Bosnie- Herzégovine, Croatie, République Fédérale de Yougoslavie et l'Ancienne République Yougoslave de Macédoine.
