Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. Obsessional thoughts are ideas, images, or impulses that enter the patient's mind again and again in a stereotyped form. They are almost invariably distressing and the patient often tries, unsuccessfully, to resist them. - In Article 1 of the consolidated version there was a reference to Article 14 of the Directive 1999/45/EC (Safety Data Sheets), which had been deleted by Article 140 of REACH as the regulation of that subject matter was taken on board by the latter act in its capacity as the foundational act for the whole sector of chemical legislation.

1b. If acts have been performed in the name of a European political party or European political foundation before registration in accordance with Articles 3 and 6, and the European political party or European political foundation in question does not assume the obligations arising out of such acts, the natural persons, parties or legal entities which performed those acts shall remain jointly and severally liable therefor.
