[32] The financing of the Strategy will occur within the foreseen amounts for each of the relevant policy areas (CEF, Horizon 2020, Internal Security Fund, CFSP and External Cooperation, notably the Instrument for Stability) as set out in the Commission's proposal for the Multi-Annual Financial Framework 2014-2020 (subject to the approval of the Budget Authority and the final amounts of the adopted MFF for 2014-2020).

In addition, with the adoption of the new multiannual financial framework 2014-2020 at least EUR 100 billion of European Strucutral and Investment Funds (ESIF) are available to Member States to finance investment in innovation, in line with industrial policy priorities In 2014-2020, investments in innovation by ESIF will be guided by the concept of ‘Smart Specialisation’, to allow Member States and regions to concentrate investment on their comparative advantages and to encourage the creation of cross-European value chains.

Recalls its resolutions of 8 June 2011 on Investing in the future: a new Multiannual Financial Framework (MFF) for a competitive, sustainable and inclusive Europe and of 23 October 2012 in the interests of achieving a positive outcome of the Multiannual Financial Framework 2014-2020 approval procedure; reiterates that sufficient additional resources are needed in the next MFF in order to enable the Union to fulfil its existing policy priorities and the new tasks provided for in the Treaty of Lisbon, as well as to respond to unforeseen events; challenges the Council, if it does not share this approach, to clearly identify which of its political priorities or projects could be dropped altogether, despite their proven European added value;
3. rappelle sa résolution du 8 juin 2011 intitulée "Investir dans l'avenir: un nouveau cadre financier pluriannuel (CFP) pour une Europe compétitive, durable et inclusive" et celle du 23 octobre 2012 visant à favoriser un résultat positif de la procédure d'approbation du cadre financier pluriannuel 2014-2020; réaffirme qu'il est nécessaire de prévoir des ressources supplémentaires suffisantes dans le prochain CFP pour permettre à l'Union de réaliser les priorités politiques qui sont les siennes et de s'acquitter des nouvelles missions que lui assigne le traité de Lisbonne, ainsi que de faire face aux événements imprévus; met au défi le Conseil, au cas où celui-ci ne partagerait pas cette approche, d'indiquer clairement quels projets ou priorités politiques pourraient être purement et simplement abandonnés, malgré leur valeur ajoutée européenne avérée;
