– (PT) Faced with the worsening crisis in the European Union and the lack of any objective and effective measures at Community level to deal with it, the European Parliament, having agreed last December to a budget for 2009 which is around EUR 8 billion less than that set in the Multiannual Financial Framework (MFF) for 2007-2013, now wants the final budget for 2010 to be closer to these upper limits.
– (PT) Face à l’aggravation de la crise dans l’Union européenne et en l’absence de toute mesure objective et efficace pour la surmonter, le Parlement européen, qui, l’année passée, avait approuvé un budget 2009 inférieur d’environ huit milliards au niveau établi par le cadre financier pluriannuel (CFM) pour 2007-2013, voudrait aujourd’hui que le budget 2010 se rapproche de ces limites supérieures.

As the Conciliation Committee has failed to reach agreement despite all Parliament’s efforts, we have restated a number of points on which the Council needs to be flexible. Firstly, the need for greater flexibility up to the end of the multiannual financial framework 2007-2013 in order to take into account the new competences conferred on the European Union and, secondly, for Parliament to be fully involved in the negotiations on the post-2013 financial framework. Lastly, when the Commission has agreed to present detailed proposals on the creation of own resources for the EU, we want the Council to undertake that Parliament will be fully included in the discussions on those proposals.
Le comité de conciliation ayant échoué à trouver un accord malgré les efforts consentis par le Parlement, nous avons, dans ce texte, réaffirmé plusieurs exigences sur lesquelles il est indispensable que le Conseil fasse preuve de souplesse: 1/la nécessité d’une plus grande flexibilité d’ici la fin du cadre financier pluriannuel 2007-2013 afin de prendre en compte les nouvelles compétences au sein de l’Union et 2/le respect de la forte implication du Parlement dans la négociation du prochain cadre financier après 2013 et suite à l’engagement de la Commission de présenter des propositions précises sur la mise en place de ressources propres pour l’Union, la pleine association du Parlement dans cette perspective.

This allowed the adoption by the Council of an EU operational framework in November 2009 which focuses on the three main aid effectiveness priorities agreed at the last forum in Accra in 2008: reducing aid fragmentation through donor division of labour, increasing the use of country systems, and improving the quality of technical cooperation.

Whereas, in the framework of the consultations with Switzerland on the implementation of the results of the Uruguay Round, it was agreed to apply a set of measures providing in particular for a reduction in the customs duties on certain Community cheeses imported into Switzerland; whereas the Community origin of such products should be guaranteed; whereas, to that end, export licences should be compulsory for all cheese exported under the arrangements, including cheese on which export refunds are not payable; whereas licences should be issued subject to presentation by the exporter of a declaration certifying the Community origin of the product; whereas this system replaces that provided for in Commission Regulation (EEC) No 1953/82 of 6 July 1982 laying down special conditions for the export of certain cheeses to certain third countries (5), as last amended by Regulation (EC) No 3337/94 (6), which may accordingly be repealed;
considérant que, dans le cadre des consultations avec la Suisse sur la mise en oeuvre des résultats de l'Uruguay Round, il a été convenu de mettre en application un ensemble de mesures prévoyant, entre autres, une réduction des droits de douane pour les importations de certains fromages communautaires en Suisse; qu'il est nécessaire d'assurer l'origine communautaire des produits; que, à cet effet, il y a lieu de rendre obligatoire les certificats d'exportation pour les exportations de tous les fromages bénéficiant du régime, y compris ceux qui n'ont pas droit à une restitution à l'exportation; que la délivrance des certificats doit être subordonnée à la présentation par l'exportateur d'une déclaration attestant l'origine communautaire du produit; que ce système remplace celui prévu par le règlement (CEE) n° 1953/82 de la Commission (5), modifié en dernier lieu par le règlement (CE) n° 3337/94 (6), qui dès lors peut être abrogé;
