In the gas regional initiatives progress was made on the following issues: a day-ahead gas price index was established for the Central European Gas Hub (CEGH); concrete plans were developed to increase interconnection at the French and Spanish border; the work in the North West region focused on balancing, gas quality, hubs and transparency.
En ce qui concerne le marché gazier, les initiatives ont progressé sur les points suivants: un indice des prix du gaz à J+1 a été établi pour la plateforme gazière d'Europe centrale (CEGH); des projets concrets ont été élaborés en vue d'accroître l'interconnexion franco-espagnole; le travail accompli dans la région du Nord-Ouest a porté essentiellement sur l'équilibrage, la qualité du gaz, les plateformes et la transparence.

6. Welcomes the planned involvement of the French overseas departments in the region (Guadeloupe, French Guinea and Martinique) and the Caribbean overseas countries and territories (OCTs) in the future political dialogue; in that connection, however, endorses the view expressed by the Caribbean States that the arrangements for this involvement must first be negotiated with those States which, in the context of the Cotonou Agreement , signed the agreement on the methodology for the political dialogue;
6. se félicite de la participation envisagée des départements français d'outre-mer présents dans la zone (la Guadeloupe, la Guyane française et la Martinique) et des autres pays et territoires d'outre-mer caribéens (PTOM) au futur dialogue politique; partage néanmoins sur ce point l'avis des États caribéens selon lequel les modalités de cette participation doivent encore être négociées avec les États qui ont signé l'accord sur la méthodologie du dialogue politique dans le cadre de l'accord de Cotonou ;

The 10 % limit referred to in the first subparagraph shall not apply in Italy, Spain and the French overseas departments in cases where quotas are transferred under restructuring plans in the beet, cane and sugar sectors in the region concerned and to the extent necessary to permit such plans to be implemented.

However, in view of the particular situation of the sugar sector in Spain, Italy and the French overseas departments, this limit should not be applied in those regions while restructuring plans are being implemented.

We maintain that the French-style public service, which is of particular structural value in terms of regional planning and social cohesion, such as postal, railway and energy services, etc., must be defended against the Commission’s position.
