In order to ensure uniform conditions for the implementation of this Regulation implementing powers should be conferred on the Commission with respect to: listing the plants, plant products and other objects which are prohibited from being introduced into the Union territory, and the third countries concerned; listing the plants, plant products and other objects subject to special requirements, and the special requirements concerned for their introduction into, and movement within, the Union territory; the provisional listing of the high-risk plants, plant products and other objects whose introduction into the Union territory is to be prohibited, and the third countries concerned; the procedure for risk assessment in connection with that listing; setting out, for third countries, requirements that are equivalent to the requirements for movement within the Union territory of plants, plant products or other objects; setting out arrangements for the presentation and use of posters and brochures concerning the introduction of plants, plant products and other objects into the Union territory; setting out specific conditions or measures concerning the introduction of particular plants, plant products and other objects into frontier zones of Member States; adoption of temporary measures concerning plants, plants products and other objects likely to pose newly identified pest risks or other suspected phytosanitary risks; adopting decisions on temporary measures taken by Member States concerning imminent danger; listing of plants, plant products and other objects which are prohibited from being introduced into certain protected zones; listing the plants, plant products and other objects subject to special requirements, and the special requirements concerned for their introduction into, and movement within, certain protected zones; and laying down rules concerning the requirements for quarantine stations and confinement facilities, and the release of plants, plant ...

1. Without prejudice to obligations under the International Plant Protection Convention (IPPC) and taking into account relevant international standards, the competent authority shall only accept a phytosanitary certificate accompanying plants, plant products or other objects to be introduced from a third country, if the content of that certificate complies with Part A of Annex V. Where the plants, plant products or other objects are to be introduced from a third country from which they do not originate, the competent authority shall only accept a phytosanitary certificate complying either with Part A or Part B of Annex V.

By way of derogation from Article 87, where a plant, plant product or other object, introduced into the Union territory from a third country which, for movement within the Union territory, requires a plant passport pursuant to Article 79(1) and Article 80(1), the passport shall be issued if the checks by means of official controls at the border control post concerning its introduction have been completed satisfactorily and have led to the conclusion that the plant, plant product or other object concerned fulfils the substantive requirements for issuance of a plant passport according to Article 85 and, where appropriate, Article 86.

By way of derogation from Article 87 of this Regulation, where a plant, plant product or other object, introduced into the Union territory from a third country which, for movement within the Union territory, requires a plant passport pursuant to Article 79(1) and 80(1) of this Regulation, the passport shall be issued if the checks under Article 49(1) of Regulation ►C1 (EU) 2017/625 ◄ concerning its introduction have been completed satisfactorily and have led to the conclusion that the plant, plant product or other object concerned fulfils the substantive requirements for issuance of a plant passport in accordance with to Article 85 of this Regulation and, where appropriate, Article 86 of this Regulation’.

(b) where it is an acceptable manufacturing practice for a manufacturer to omit from his meat product extender or poultry product extender any source of protein derived from a plant that is ordinarily an ingredient of that meat product extender or poultry product extender, or to substitute in whole or in part in his meat product extender or poultry product extender any source of protein derived from a plant for a source of protein that is ordinarily an ingredient of that meat product extender or poultry product extender, the word “plant” may be used in the common name of an extended meat product or extended poultry product as the common name of the food therein that is a source of protein derived from a plant.

(4) Where the gain or loss from the sale or retirement of depreciable other plant included in account 110 (Other Plant) is not material, the company shall transfer the amount of the gain or loss from account 111 (Accumulated Depreciation — Other Plant) or account 112 (Accumulated Amortization — Other Plant) to account 319 (Other Income) or account 329 (Other Income Deductions), as applicable.

(Return tabled) Question No. 129 Mr. Alex Atamanenko: With regard to the horse slaughter industry in Canada: (a) what is the government’s policy on requiring medical history on equine identity documents (EID) only for the last six months of a horse’s life, and not for an entire lifespan; (b) does the government have information on what happened to the meat from the racehorse Backstreet Bully, who had been administered several courses of a variety of banned medications throughout its lifetime, prior to being sold into the slaughter pipeline, and what are the details of Backstreet Bully’s EID and all other traceability documents and records; (c) does the government have information on what happened to the meat from the racehorse Silky Shark, who had been administered the drug phenylbutazone prior to being sold into the slaughter pipeline, and what are the details of Silky Shark’s EID and all other traceability documents and records; (d) what system is in place for owners to report the history of banned drugs they have administered to a horse that they previously owned, when they discover that a subsequent owner has sold that horse into the slaughter pipeline; (e) when such instances as mentioned in (d) are reported, and it is found that the meat was sold as human food, what system is in place to recall that meat from domestic and international retailers, (i) how many such instances have been reported, (ii) what were the results of the government’s investigations into these reports; (f) how does the government keep count of the number of horses being imported from the United States (U.S) for slaughter; (g) how does the government explain the discrepancy between the Canadian Food Inspection Agency (CFIA)/Agriculture Canada and U.S. Department of Agriculture figures; (h) what were the findings of the government’s investigation into the large numbers of emaciated horses arriving from the U.S. in 2011 destined for Les Viandes de la Petite-Nation slaughter plant, and ...
