‘oil and gas installation’ means a stationary fixed or mobile facility, or a combination of facilities permanently interconnected by bridges or other structures, used for offshore oil or gas operations or in connection with those operations; ‘oil and gas installation’ includes mobile offshore drilling units only if they are stationed in offshore waters for drilling, production or other activities associated with offshore oil or gas operations, as well as infrastructure and facilities used to transport the oil and gas onshore and to onshore terminals.

Accidents relating to offshore oil and gas operations, in particular the accident in the Gulf of Mexico in 2010, have raised public awareness of the risks involved in offshore oil and gas operations and have prompted a review of policies aimed at ensuring the safety of such operations.
Les accidents relatifs à des opérations pétrolières et gazières en mer, en particulier l’accident qui s’est produit en 2010 dans le golfe du Mexique, ont sensibilisé le public aux risques liés à ces opérations et ont entraîné un réexamen des politiques visant à sécuriser lesdites opérations.

The objective of this Directive is to reduce as far as possible the occurrence of major accidents relating to offshore oil and gas operations and to limit their consequences, thus increasing the protection of the marine environment and coastal economies against pollution, establishing minimum conditions for safe offshore exploration and exploitation of oil and gas and limiting possible disruptions to Union indigenous energy production, and to improve the response mechanisms in case of an accident.
L’objectif de la présente directive est de réduire autant que possible la fréquence des accidents majeurs liés aux opérations pétrolières et gazières en mer et d’en limiter les conséquences, en améliorant ainsi la protection de l’environnement marin et des économies côtières contre la pollution, en établissant des conditions de sécurité minimales pour l’exploration et l’exploitation du pétrole et du gaz en mer et en limitant les perturbations éventuelles qui toucheraient la production énergétique indigène de l’Union, et d’améliorer les mécanismes d’intervention en cas d’accident.

The Commission launched a review of offshore oil and gas operations and expressed its initial views on the safety thereof in its Communication ‘Facing the challenge of the safety of offshore oil and gas activities’ on 13 October 2010.
La Commission a engagé un réexamen des opérations pétrolières et gazières en mer et présenté ses premiers points de vue sur la sécurité desdites opérations dans une communication du 13 octobre 2010 intitulée «Le défi de la sécurisation des activités pétrolières et gazières offshore».

(12) Whereas in Council Directive 93/12/EEC of 23 March 1993 relating to the sulphur content of certain liquid fuels(5) the Commission was asked to submit to the Council a proposal prescribing lower limits for the sulphur content in gas oil and new limits for aviation kerosene; whereas it would be appropriate to lay down limits for the sulphur content of other liquid fuels, in particular heavy fuel oils, bunker fuel oils, marine gas oils and gas oils, on the basis of cost effectiveness studies;
(12) considérant que, dans la directive 93/12/CEE du Conseil du 23 mars 1993 concernant la teneur en soufre de certains combustibles liquides(5), la Commission a été invitée à soumettre au Conseil une proposition prévoyant des limites plus basses pour la teneur en soufre des gas-oils et fixant de nouvelles valeurs limites pour les kérosènes d'aviation; qu'il y a lieu de fixer des limites pour la teneur en soufre d'autres combustibles liquides, en particulier les fiouls lourds, les fiouls de soute, les gas-oils à usage maritime et les gas-oils, sur la base d'études de rentabilité;
