If a refinery goes down, one that is a major source of supply within one jurisdiction and produces a product made distinctly for that jurisdiction to a certain standard, whether a renewable fuel standard or a fuel quality standard with respect to certain constituents of the fuel, the resiliency of the system is affected by preventing it from responding to a shortage in one jurisdiction by being able to ship supply from another jurisdiction.
