The Council recognised that it had a key role in ensuring the effective implementation of the Charter and committed to ensuring that Member States proposing amendments to Commission legislative initiatives, or tabling own legislative initiatives, assess their impact on fundamental rights[15].

If he did, everyone would be able to see the price we are about to pay, including to Mr Blair and his referendum: firstly, maintaining unanimity for justice and home affairs, so we can kiss goodbye to the fight against terrorism, where today there will probably be an interesting instalment on the question of assigning European citizens’ rights to the United States with respect to the agreement on passengers; secondly, reinforcing the interpretative clause of the Charter of Fundamental Rights, tabled by the United Kingdom in Thessaloniki, which makes the Charter of Fundamental Rights and its cogency practically useless; and that is not to mention the removal of the European Parliament’s power of assent for structural funds decisions or the opportunity for parliaments to veto each amendment.
C’est dommage. S’il le faisait, tout le monde pourrait voir le prix que nous nous apprêtons à payer, y compris à M. Blair et à son référendum: premièrement, en conservant l’unanimité pour les questions liées à la justice et aux affaires intérieures, nous pouvons renoncer à la lutte contre le terrorisme, qui vivra sans doute aujourd’hui un chapitre intéressant avec la cession aux États-Unis des droits des citoyens européens dans le cadre de l’accord sur les passagers des vols transatlantiques; deuxièmement, en renforçant la clause interprétative de la Charte des droits fondamentaux, introduite par le Royaume-Uni à Thessalonique, qui rend ladite charte et sa force pratiquement inutiles; sans parler du retrait du pouvoir d’assentiment du Parlement européen quant aux décisions relatives aux fonds structurels ou de la possibilité des parlements d’opposer leur veto à chaque amendement.
