Believes that in the present context of public budgetary constraints, the leverage of other sources of funding is absolutely necessary in order to realise the long-term investments that are needed to achieve the goals of the EU 2020 strategy; strongly believes that Union added value is to be found notably in long-term investments that are beyond the reach of individual Member States; highlights, in this respect, the conclusions and recommendations of its resolution on innovative financial instruments in the context of the next Multiannual Financial Framework (5);
