I'm wondering if this amendment is in fact, in any way, shape or form, an attempt to address the witnesses we had before this committee, the individual scientists who were concerned about having part of the funds set aside for individual scientific endeavour, basic research, regardless of where that research was going.

None of the ongoing research projects, for instance, have included any common agreement between funding agencies; grants have been awarded to individual scientists exclusively by national funding bodies.

Re-emphasises the crucial importance of a thriving, competitive information and communications sector in delivering a "knowledge-based" EU economy at the service of individuals and of industry; considers it vital that the EU should not lose its leading position in RD in these technologies; considers that the concept of a European Research Area needs to be further developed, in particular through the implementation of the 3% target for investment in RD, both by the public sector and by the private sector, the promotion of mobility of researchers, remedying the existing fragmentation between public and private researchers, users and financiers, improving the supply of young and female scientists and technologists and making more use of the European Structural Funds in this field;
