12. prend acte du Livre blanc intitulé "Progrès réalisés par la Chine en matière de droits de l'homme en 2004" publié par le bureau d'information du Conseil d'État de la République populaire de Chine; reste toutefois préoccupé par le manque de progrès tangibles réalisés en termes de droits de l'homme dans la République populaire de Chine dans son ensemble; condamne d'autant plus fermement les efforts récents déployés par les autorités chinoises pour entraver le débat intérieur, notamment en interdisant des conférences universitaires sur des questions politiques et en emprisonnant des journalistes éminents; condamne la violation des droits de l'homme et des communautés par l'enlèvement, l'esclavage, voire la manipulation du jeune Tibétain Gendhun Choekyi Nyima, reconnu comme étant le Panchen Lama par la plus haute autorité religieuse, ainsi que la persécution des adeptes du mouvement Falun Gong;
