– having regard to Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities and in particular Article 185 thereof, and to Council Regulation (EC) No 1649/2003 of 18 June 2003 amending Regulation (EEC) No 1365/75 on the creation of a European Foundation for the Improvement of Living and Working Conditions and repealing Regulation (EEC) No 1417/76 , and in particular Article 16 thereof,

(1) Certain provisions of Council Regulation (EEC) No 1210/90 of 7 May 1990 on the establishment of the European Environment Agency and the European Environment Information and Observation Network(5) should be brought into line with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities, (hereinafter referred to as "the general Financial Regulation")(6) and in particular Article 185 thereof.

The European Agricultural Guidance and Guarantee Fund (EAGGF), set up by Regulation No 25 of 1962 on the financing of the common agricultural policy (as last amended by Regulation (EEC) No 728/70) consumes a large part of the general budget of the European Union.
Le Fonds européen d'orientation et de garantie agricole (FEOGA), institué par le règlement n°25 de 1962 (modifié en dernier lieu par le règlement CEE n°728/70) relatif au financement de la politique agricole commune, constitue une grande partie du budget général de l'Union européenne.

Whereas the Treaty of 22 July 1975, amending certain financial provisions of the Treaties establishing the European Communities and of the Treaty establishing a single Council and a single Commission of the European Communities, modified the procedure for giving a discharge to the Commission in respect of the implementation of the general budget of the European Communities; whereas therefore it is appropriate to update the procedure for giving a discharge to the Management Board of the European Centre for the Development of Vocational Training, set up by Regulation (EEC) No 337/75 (4) by reference to the procedure so modified, as set out in Article 206b of the EEC Treaty;
considérant que le traité du 22 juillet 1975 portant modification de certaines dispositions financières des traités instituant les Communautés européennes et du traité instituant un Conseil unique et une Commission unique des Communautés européennes a modifié la procédure par laquelle il est donné décharge à la Commission sur l'exécution du budget général des Communautés européennes; que, en conséquence, il convient d'actualiser, compte tenu de la procédure modifiée telle qu'elle est fixée à l'article 206 ter du traité CEE, la procédure par laquelle il est donné décharge au conseil d'administration du Centre européen pour le développement de la formation professionnelle, institué par le règlement (CEE) no 337/75 (4);

Whereas, pursuant to Article 10 of the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities (4), as amended by Regulation (ECSC, EEC, Euratom) No 1252/79 (5), the budget is drawn up in European units of account (EUA) defined by reference to the sum of specified amounts of the currencies of the Member States;
considérant que, en vertu de l'article 10 du règlement financier du 21 décembre 1977 applicable au budget général des Communautés européennes (4), modifié par le règlement (CECA, CEE, Euratom) nº 1252/79 (5), le budget est établi en unités de compte européennes (UCE) définies par une somme de montants des monnaies des États membres;
