European Commission First Vice-President Frans Timmermans and Council of Europe Secretary General Thorbjørn Jagland issued this joint statement today, ahead of Human Rights Day on Sunday 10 December, calling on governments and opposition politicians across Europe to recommit to promoting and maintaining human rights standards.

The UN General Assembly Resolution 64/292 recognises "the right to safe and clean drinking water and sanitation as a human right that is essential for the full enjoyment of life and all human rights".

Consequently, when the European Parliament asks you, Baroness Ashton, for a special rapporteur on human rights, a directorate-general for human rights, special training for the staff of EU delegations abroad, and, among these staff members, a person very specifically responsible for monitoring human rights in the country in question – if Parliament wants these arrangements, it is certainly not to bureaucratise this field but rather that there is a lot of work to be carried out.

One of the key challenges we face internally is the greater mainstreaming of human rights across the ESDP and CFSP, which was also mentioned during the debate. The Presidencies, together with the Personal Representative for Human Rights of the Secretary-General’s High Representative, have continued to mainstream human rights into relevant geographical and thematical working parties and into political dialogue.
