Points out that SMEs, which form the keystone of Europe's economy, are particularly hard hit by the current economic downturn; stresses that the credit squeeze has hit the SME sector hardest, since it is the part of the economy that relies most on short-term working capital, usually provided through credits; points out that lack of capital, coupled with a generalised slump in demand is forcing SMEs to retreat on all fronts; points out that the current hardships of SMEs, as the largest contributors to GDP and the largest employer in the European Union, have the furtherst-reaching consequences as regards the European Union as a whole, and, in particular, as regards the most vulnerable and affected regions; stresses, furthermore, the importance of rapidly implementing the Small Business Act in general and, in particular, provisions for credits to SMEs through European Investment Bank (EIB) action;

Fourthly, in response to the argument that the national authorities did not have arbitrary power since their decisions could be appealed against before the national courts with a view to reviewing the grounds for withholding approval, it should be pointed out that, in order to preclude characterisation as a general measure, it is not necessary to determine whether the conduct of the tax administration is arbitrary.

There is agreement between our positions on other points too, such as the composition of the European Parliament, closer cooperation, the creation of a new European Public Prosecutor’s office which, as Mrs Theato pointed out, will help us to fight fraud against the Community budget, the Court of Justice and the Court of First Instance. And that does not surprise me, since the Commission and the European Parliament have always been very close in their thinking on these subjects and are inspired by the same concern for the general interest of Europe. We will continue along these lines until the negotiations reach their conclusion.
Sur les autres thèmes, Mesdames et Messieurs les députés, la composition du Parlement européen, les coopérations renforcées, la création d'un poste nouveau de Procureur européen, qu'a rappelé Mme Theato, destiné à mieux lutter contre les fraudes au budget communautaire, sur la Cour de justice, le Tribunal de première instance, sur d'autres points, nos positions convergent, et cela ne me surprend pas car la Commission et le Parlement européen ont toujours mené sur ces sujets des réflexions très proches et inspirées par le même souci de l'intérêt général européen ; nous allons continuer jusqu'au terme de cette négociation.
