IV. IMPROVING THE EFFECTIVENESS OF THE INSTITUTIONS Four questions arise when considering ways of improving the effectiveness of the institutions: - the question of broadening the Community's powers; - the question of subsidiarity; - the question of improving the way the institutions operate while maintaining a general balance; - the question of the status of the Community's public finances. -11- 1.
