Generally speaking, there are no alternative crops for tobacco farmers which would not involve dangerous social costs in the future. When, in the few richer regions where tobacco is grown, alternative crops do exist, the change-over would mean that well-organized and technically experienced former tobacco farmers would constitute a threat to existing farmers, e.g. in the fruit and vegetables sector, which itself is already limited by a market increasingly open to globalization.
