The largely preferred TEN-T planning approach would be characterized as follows: While maintaining the fairly dense rail, road, inland waterways, ports and airports networks, which constitute the “comprehensive network” as the basic layer of the TEN-T and are, in large part, derived from the corresponding national networks, the “core network” would overlay the “comprehensive” network and give expression to a genuine European planning perspective focused on bringing about a systemic improvement in the transport system's resource efficiency and a significant overall reduction of greenhouse gas (GHG) emissions from transport.

The report and the debates surrounding it are steps, together with the European Year of Citizens[70] and the ongoing Citizens’ Dialogues[71], to involve citizens alongside politicians, experts and civil society, in the run-up to the 2014 European Parliament elections, in a genuine debate on the way forward to a stronger and ever closer Union with the citizen at the core of its action.

Underlines that investing in effective transport infrastructure has a key role for Europe to defend its competitiveness and pave the way for post crisis, long term economic growth; believes that the Trans-European transport networks (TEN-T) are vital in order to guarantee the proper functioning of the internal market and provide important EAV as they contribute to improving accessibility and interoperability between the various parts of the EU by guaranteeing cross-border links and eliminating bottlenecks, improving the use of traffic management and information systems, as well as assuring intermodality in cross-border infrastructure, which the Member States alone would not invest in; considers that the TEN-T should provide a genuine European core network rather than the aggregation of national projects and that the financing of core projects should be assessed and reviewed in the light of progress on the ground and EAV; strongly believes that TEN-T should, accordingly, be a key priority in the next MFF;

(m) suggests to the Council that a genuine Europe-wide debate should be organised on the appropriateness of a formal status for collaborators of justice at European level and its compatibility with our core common values of respect for human rights and human dignity, with a view to establishing the optimum information search in a pre-established legal framework accepted by all;

– (IT) Mr President, Mr Barroso, Mr Winkler, ladies and gentlemen, I take a positive view of the fact that the European Union is using its weight to ensure that the whole is worth more than the sum of its parts, by boosting research and development to release the potential of companies, to foster enlargement and the best possible use of the quality of the labour force, with measures intended to secure energy supplies – but this is all subject to one basic premise: the added value of Europe can only emerge fully if it is the product of the work of a genuinely united European society and economy and if the results are achieved through the ‘core business’ of the European Union.
- (IT) Monsieur le Président, Monsieur Barroso, Monsieur Winkler, Mesdames et Messieurs, je pense qu’il est positif que l’Union européenne use de son influence afin de garantir que le tout vaut plus que la somme de ses éléments, en encourageant la recherche et le développement en vue de libérer le potentiel des entreprises, de favoriser l’élargissement et le meilleur usage possible de la qualité de la main-d’œuvre, grâce à des mesures visant à sécuriser les apports en énergie. Tout ceci est toutefois subordonné à un principe de base: la valeur ajoutée de l’Europe ne peut émerger totalement que si elle est le fruit du travail d’une société et d’une économie européennes véritablement unies et si les résultats sont atteints grâce aux activités de base de l’Union européenne.
