Considers that the right to democracy – understood as the right of every citizen to take part in the exercise of the sovereignty of the people within the framework of institutions subject to the rule of law – is a historically acquired universal human right explicitly recognised by the European Convention for the Protection of Human Rights and Fundamental Freedoms, the International Covenant on Civil and Political Rights, the 1993 Vienna Declaration and the United Nations Millennium Declaration; considers that this right to democracy carries with it the duty for international community institutions, the European Union and all the Member States to work towards removing obstacles in the way of their full enjoyment throughout the world; considers that the strategic goal of this should be to set up a genuine World Democracy and Democracies Organisation, to be achieved either by transforming and strengthening existing supranational institutions – using the Community of Democracies as a basis – or by establishing new institutions;

The Transnational Radical Party dedicated an entire congress to this issue last weekend, identifying two possible goals which I would like you to make your own. The first goal is to create a Secretariat for the Community of Democracies which will have the task of preserving and furthering the growth of this Community with a view to it becoming a genuine world democracy organisation. The second goal is for a Community of Democracies group to be created within every UN body, alongside the regional or other formal and informal groups of countries. This group would work to safeguard and promote democracy, the rule of law and respect for human rights.

While the Canadian Coalition for Democracies supports Canada's willingness to help those in genuine need around the world, we are concerned about the effectiveness of Canada's development assistance and the lack of accountability to the Government of Canada and to the Canadian taxpayers whose money is being spent.

I specifically welcome the fact that you highlighted the dual nature of the European Union as a union of Member States and a union of peoples, and I think that it is indeed one of the Convention's jobs to make the European Union the first genuinely supranational democracy in the world, as you just called it.
