Indeed, if one analyses the distribution that would apply for the period 2009/2014, already taking into consideration the changes that would inevitably derive from the draft revision of the treaties currently being negotiated (Germany automatically losing 3 seats, from 99 to 96, and Malta automatically gaining 1, from 5 to 6), one concludes that in some cases this rule is not respected.
