On 25 November 2003, the Council did not adopt the two Commission recommendations but adopted instead a set of conclusions endorsing, inter alia, the commitments made by Germany to reduce the cyclically-adjusted deficit by 0.6 per cent of GDP in 2004, and by 0.5 per cent of GDP or a larger amount in 2005 so as to ensure that the general government deficit would be brought below 3 per cent of GDP in 2005.
