A. considérant que l'infrastructure de compensation et de règlement-livraison de titres prend forme actuellement dans l'Union mais que la compensation et le règlement-livraison transfrontaliers restent insuffisamment harmonisés, considérant que la Commission effectue une étude d'impact afin de déterminer les avantages comparatifs des options réglementaire et non réglementaire à l'effet de réduire le coût des transactions transfrontalières (en ce compris l'élimination des obstacles dits "Giovannini"), en tenant compte des intérêts de toutes les parties (émetteurs, investisseurs et intermédiaires financiers) et considérant que cette étude pourrait déboucher ou non sur des propositions législatives,

30. Urges the Commission to tackle any significant remaining barriers to the cross-border supply of financial services within the EU as e.g. identified by the Giovannini reports, and, while taking into account the competence of Member States in this area, to examine ways to eliminate discriminatory and anti-competitive tax barriers;
30. invite instamment la Commission à se pencher sur tout obstacle important à la prestation transfrontalière de services financiers dans l'Union tel qu'identifié notamment dans les rapports Giovannini et, tout en tenant compte de la compétence des États membres dans ce domaine, à examiner les moyens d'éliminer les barrières fiscales discriminatoires et aux effets anticoncurrentiels;

32. Urges the Commission to tackle any significant remaining barriers to the cross-border supply of financial services within the EU as e.g. identified by the Giovannini reports, and, while taking into account the competence of Member States in this area, to examine ways to eliminate discriminatory and anti-competitive tax barriers;
