Urges the Commission to supplement the Social Agenda with a directive banning discrimination against people with disabilities; calls for more political significance to be given to the European Action Plan on people with disabilities and for the Action Plan to used as an instrument of real change; calls for the Action Plan to be used as the principle tool for disability mainstreaming, which must include reporting by the Member States on the transposition of disability provisions contained in EU legislation; demands that Member States actively involve disabled people’s organisations at national level in this process and that the Action Plan require political visibility and debate with the Council of the European Union and the European Parliament and recommendations for future actions;

Over and above individual achievements, which it would be all too easy to enumerate, I believe that the most politically significant aspect of the Prodi Commission’s record is actually in the conception of the Commission’s role: it has been seen not as a bureaucratic body, but as a political body, which has given impetus and vigour to the entire European process.
Outre les réalisations individuelles, qu’il ne serait que trop aisé d’énumérer, je crois que l’aspect le plus significatif de la Commission Prodi sur le plan politique réside en fait dans sa conception du rôle de la Commission: elle a été considérée non comme un organisme bureaucratique, mais comme un organisme politique, ce qui a donné de l’élan et de la vigueur au processus européen dans son ensemble.

Since the beginning of the crisis in the Western Balkans and given the significant financial contribution of the EU budget in the Reconstruction Process, EP has insisted on the necessity of ensuring political visibility and efficient management of assistance through appropriate means: decentralisation, additional human resources and accelerated payments, avoiding bureaucratic bottlenecks and ensuring political and budgetary control over the funding.
Depuis le début de la crise dans les Balkans occidentaux et eu égard à la substantielle contribution du budget de l'Union européenne au processus de reconstruction, le Parlement européen souligne la nécessité d'assurer une visibilité politique et une gestion efficace de l'assistance en mettant en œuvre des instruments appropriés: la décentralisation, l'accroissement des ressources humaines et l'accélération des décaissements, la prévention des lourdeurs administratives, ainsi que le contrôle politique et budgétaire des fonds alloués.
