The duty to provide assistance under the first paragraph of Article 24 of the Staff Regulations requires that the administration respond with the rapidity demanded by the circumstances of the case, in particular by conducting an administrative investigation, in order to establish the facts giving rise to the complaint, in cooperation with its author.
