29. Expresses satisfaction about the overall good inter-ethnic situation and the fact that the number and intensity of ethnically-based incidents have decreased in the country, but encourages further efforts by Serbia in the field of minority protection, by consistently implementing legislation which has been adopted; is concerned about the protests by ethnic Albanians against discrimination and about the tense situation in Sandžak and calls on the government to attach higher political priority to improving respect for the fundamental rights of all minorities, including their access to education in their own language, equal access to the labour market and fair representation in institutions; equally, calls on the government to address the problem of regional disparities by providing support to the social and economic development of Sandžak and the Southeast region, including Preševo valley, and to develop strategies for reducing the unemployment rates in these regions; welcomes the agreement reached in October 2011 in the municipality of Bujanovac, which envisages steps to integrate ethnic Serbians in the public administration, and calls for its swift implementation;

Welcomes the generally good inter-ethnic relations and good general protection of minority rights in the country, and reiterates that this is a positive basis from which to begin the peace-building process in a region that was, at one time, characterised by inter-ethnic violence and mass population displacement, but calls for further consultation of the opinions of minority groups by the authorities and in the administrative structures in order to help reconciliation in the region; draws attention, to this end, to the need to clarify the constitutional provision on accurate representation of minorities and welcomes the steps taken to produce accurate statistics in this field; calls for the law on citizenship and the law on foreigners to be aligned with European standards; encourages both political and religious leaders on both sides of the Serbo-Montenegrin border to contribute to a positive inter-ethnic and inter-religious climate by finding compromise solutions on controversial issues including contested religious sites;

Continue efforts to promote good inter-ethnic relations, including measures in the field of education, strengthen the functioning of minority national councils, including adoption of pending legislation, promote participation by minorities in the judiciary and law enforcement bodies and continue awareness-raising activities, including use of minority languages.

On the basis of Article 13 of the Treaty, the Council has adopted the following directives: Directive 2000/43/EC of 29 June 2000 implementing the principle of equal treatment between persons irrespective of racial or ethnic origin which prohibits discrimination based on racial or ethnic origin in, inter alia, employment, vocational training, education, goods and services and social protection, Directive 2000/78/EC of 27 November 2000 establishing a general framework for equal treatment in employment and occupation which prohibits discrimination in employment and occupation on the grounds of religion or belief, disability, age and sexual orientation, and Directive 2004/113/EC of 13 December 2004 implementing the principle of equal treatment between men and women in the access to and supply of goods and services

The Government is proposing the establishment of an Ombudsman for issues of discrimination and promotion of good inter-ethnic relations.
