In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the TFEU should be delegated to the Commission in respect of the establishment of production processes for obtaining aromatised wine products; criteria for the demarcation of geographical areas and rules, restrictions and derogations related to production in such areas; the conditions under which a product specification may include additional requirements; the determination of the cases in which a single producer may apply for the protection of a geographical indication and the restrictions governing the type of applicant that may apply for such protection; the establishment of the conditions to be complied with in respect of an application for the protection of a geographical indication, scrutiny by the Commission, the objection procedure and procedures for amendment and cancellation of geographical indications; the establishment of the conditions applicable to trans-border applications; the setting of the date for the submission of an application or a request, the date from which the protection applies and the date on which an amendment to a protection applies; the establishment of the conditions relating to amendments to product specifications, including the conditions when an amendment is considered minor and the conditions relating to the applications for, and approval of, amendments, which do not involve any change to the single document; the restrictions regarding the protected name; the nature and type of information to be notified in the exchange of information between Member States and the Commission, the methods of notification, the rules related to the access rights to information or information systems made available and the modalities of publication of the information.

Calls, therefore, on the Government to address these issues systematically by amending legislation and by ensuring its proper implementation at all levels of government, including the municipalities; points too, in this context, to the recommendations adopted by the Venice Commission in spring 2010 concerning the legal personality of religious communities and the ecclesiastical title ‘Ecumenical’ of the Orthodox Patriarchate; welcomes the recent decision by the ‘Foundations Assembly’ to transfer the Büyükada Greek Orphanage for Boys to the Ecumenical Patriarchate, in accordance with the ruling of the European Court of Human Rights, and the granting of Turkish citizenship to several Greek Orthodox clergy in order to facilitate the Patriarchate and the Holy Synod; welcomes the religious ceremony in the Sümela Monastery Museum in Trabzon and the ceremony in the church on Akdamar Island in the province of Van; finds the Turkish Supreme Court decision against Mor Gabriel Monastery, concerning a land dispute with villages and the Turkish Treasury, to be regrettable; restates its expectation that the Government’s announcements about the reopening of the Halki Greek Orthodox seminary will soon be followed by action and by measures providing for the unhindered training of Christian communities’ clergy; urges the Government to pay special attention to educational materials in schools, which should reflect the religious plurality of Turkish society, and to the need for unbiaised learning materials;

welcomes the fact that, on 20 May 2010, a special parliamentary committee was set up to amend and complete the legislative framework concerning the process to decentralise and strengthen local self-government, with the specific remit of furthering measures to implement the constitutional principles of local self-government and the decentralisation of public services, in strict compliance with the European Charter of Local Self-Government; supports this committee's aim of conducting a comprehensive assessment of the legal framework covering all aspects of activity by local and regional authorities, which will enable decentralisation to be fully implemented, including at sectoral level, in the fields of education, health, social protection, the environment, law and order, etc.; expresses the hope that the reform measures to strengthen local self-government will be implemented in a timely fashion, so that all the implementation mechanisms can be operational by the time of the local general elections in the summer of 2011;

– (PT) Despite having delivered, as you would expect, a favourable, vote on this report, I must express my disagreement with its conclusion No 13, which is the consequence of an amendment tabled in committee being adopted. This amendment requests the Hungarian government remove the provisions of the Penal Code, specifically Article 199, which discriminates against homosexual men and women.
- (PT) Même si j’ai voté, naturellement, pour le rapport, je ne peux que manifester mon désaccord quant à la conclusion 13 de ce même rapport, qui découle de l’adoption d’un amendement présenté en commission, demandant au gouvernement hongrois de supprimer les dispositions du code pénal, notamment l’article 199, concernant les homosexuels et les lesbiennes.

In fact, I wonder how much longer we will have to wait until the European Union is empowered to amend the regulations that govern small and medium-sized businesses throughout Europe and above all, when we will see a change in a climate which in 45 years of left-wing or predominantly left-wing government has dampened the entrepreneurial spirit of European companies.
